The red dot in the 3D view is the camera's focus point (see Figure 1 below). The focus point is primarily used for effective zooming. If you want to zoom in on a specific object in the drawing area, click it in the 3D view (the red dot appears where you clicked), and then zoom.

On the toolbar above the 3D view there are various navigation buttons that let you rotate the camera around the focus point, or pan the camera in the 3D view.
