When you import several images and place them on top of each other, you create an overlapping stack. The stacking order shows when the images overlap; the topmost image covers parts of the images below.
It is possible to change the image stacking order after importing the images. If you want to move an image to the top of the stack, simply select the image and drag it over the other image (see Figure 1 below).
